Williams that it will benefit only the wealthiest home owners, the District City Council today is expected to move forward with a 4-cent property tax rate reduction when it adopts the fiscal year 2006 budget support act. Council Chairman Linda Cropp, D-at large, said Monday she agreed with Williams that residents with more highly valued homes will "get a higher return." But everyone in the city is suffering, she said during a briefing with reporters, from the young couple just starting out to the retired couple on a fixed income.
